The original townsite and the agricultural suburbs around it were built across decades when Zinsco was one of the most widely installed panel brands in the country, and a large share of those panels never got replaced.
In the most severe documented cases, a Zinsco breaker can remain energized internally even after the handle has been moved to off.
Zinsco used an aluminum bus bar. When the contact pressure at the breaker-to-bus joint weakens over time, aluminum oxide builds back into the connection and drives resistance up. The joint heats aggressively under load and damages itself further. That is a design problem, not an ordinary aging problem.

The Documented Record
This is not neighborhood folklore. The failure modes are documented, and Indio's housing stock concentrates them.
The pre-1980s homes in the original townsite and the agricultural suburbs went up while Zinsco was one of the most widely installed panel brands in the country. Newer Indio communities like Shadow Hills and Sun City Shadow Hills run different equipment, but the older core of the city still carries the originals.
Testing by engineer Dr. Jesse Aronstein found roughly a 25 percent failure rate on Zinsco breakers at the 135 percent overcurrent condition used in UL calibration testing. A 2018 West Bend Insurance bulletin stated that Zinsco panels can fail to operate properly as much as 25 percent of the time.
A weakened breaker-to-bus joint heats under load and damages itself further. In the most severe documented cases the breaker stays energized internally after the handle is moved to off, and nothing on the front of the panel shows it.
Insurance companies are flagging Zinsco panels by name at renewal, and Indio homeowners with original equipment are seeing coverage denials regardless of whether a failure has ever occurred. The replacement conversation is better had on your schedule than on your carrier's.
