A Level 2 charger typically needs a permit and inspections. That's what Palm Desert's EV charger guideline says. The permit asks for basic information to show that your existing electrical service can handle the added load. A Level 1 charger on an existing outlet needs no permit. A new 120-volt outlet for one needs a permit, but no plans.
What the Permit Asks
Whether the home can take the extra load. The city's EV charger guideline asks for basic information about the existing electrical service to show it can. A new outlet for a Level 1 charger needs none of that. And if the existing panel is below the minimum size, the expedited checklist says a new, upgraded panel must go in.
A Level 2 permit starts with whether the home's service can handle it.
Palm Desert's expedited checklist says the Fire Marshal doesn't need to review or inspect a charger. The one exception it names is a system with energy storage.

From Review to Inspection
Four more things: review time, inspection day, which office looks at a charger and who should hear about it. Each comes from the city's EV charger guideline or its expedited checklist. The two give different figures for review time, so each one below comes with the document it's from.
The guideline says review may be done over the counter or within 5 to 10 days, depending on workloads and staffing. The expedited checklist gives two figures: usually 1 to 3 business days on its first page, and a processing goal of 3 to 5 business days in its plan review section. The guideline says the inspection is typically the work day after it's requested. It also says someone needs to be present so the inspector can get to the electrical meter and the charger (typically in the garage). Palm Desert's EV charger guideline
The expedited checklist says city planners don't review a charger inside a garage. The city's Building & Safety Division still handles the permit and its inspections.
The city's EV guideline says the utility should hear about any Level 2 charger.
Plan the inspection day around the charger: someone needs to be there.
Know the Difference
In the circuit and in what the city asks for. A Level 1 charger plugs into an outlet, and on an existing outlet, Palm Desert's guideline asks for no permit. The guideline says a Level 2 charger needs a 240-volt circuit and charges much faster. It typically needs a permit and inspections.
For a Level 1 charger, the outlet decides: existing means no permit.
Worth a Call First
Call us first when a Palm Desert home's panel may be too small for a Level 2 charger. The same goes for more than one charging circuit, or a charger added with solar panels. The city's checklist says a panel that's too small means a new one. The city's Energy & Solar page says chargers need permits separate from solar.
