Yes. Palm Springs counts every home built before 1978 as historic, listed or not. On designated homes, and homes the city counts toward one of its 13 historic districts, outside changes need historic approval before the permit. For other pre-1978 homes, a small outside change, like adding an outside light, needs the city's historic preservation officer's sign-off through the permit.
